He showed a talent and appreciation for  both painting and music.  Fenelle studied at the Minneapolis School of Art (now the Minneapolis College of Art and Design) and the St. Paul School of Art. The Minnesota artist Cameron Booth was the teacher of Fenelle at both schools and became a life long friend of the artist. They were neighbors in Minneapolis and often painted and played music together.

In 1935, Fenelle was hired to supervise the applied and fine arts projects under the WPA, and the easel project at Walker Art Gallery (now Walker Art Center).  During this time, Stanford Fenelle was also a teacher at the St. Paul School of Art.

Stanford Fenelle was known for his landscape paintings which featured churches, farms, small towns, and cities of the Midwest, mostly Minnesota. Fenelle also painted dogs for the calendars of Brown and Bigelow advertising company.
